STSWR Safety Programs

Statement

Student Transportation Services of Waterloo Region considers safety a top priority. The CAA Safety Patrol Program and the STSWR Trailblazers are beneficial safety program for bus and standing patrollers.

Information and Training

CAA Safety Patrol (Foot & Bus Patrol)

The CAA Standing Foot Patrol program trains student leaders to “monitor school crossings by ensuring students cross roads near their school in a safe and responsible manner. Unlike Adult Crossing Guards, Patrollers do not stop or direct traffic.”

To learn more, visit the CAA website.

Each September, training is provided for all bus and standing patrollers. STSWR works in conjunction with CAA, Waterloo Region Police Service, City of Cambridge, City of Kitchener and City of Waterloo fire services, as well as EMS to emphasize the importance of making safety a top priority. These students (grades 5-8) are trained in basic first aid, bus evacuation procedures, as well as how to be a bus or standing patrol. This program is a wonderful leadership opportunity for students this age.

Students who want to be Safety Patrollers must attend training every September. Training does not roll over to the next school year.

Foot and Bus Patrol training will take place at Budd Park in Kitchener in September. Training is hosted and delivered by CAA.

  • Location: Budd Park (1100 Homer Watson Blvd, Kitchener, ON)
  • 2026 Dates: September 21-25 2026
  • Training Times:
    • Morning training session runs from 9:30 AM to 11:30 AM
    • Afternoon training session runs from 12:00 PM to 2:00 PM

Transportation for Training:

How do my students get to Budd Park for Safety Patrol Training?

Transportation for Safety Patrol training to Budd Park will be assigned by STSWR. STSWR will provide schools with their assigned training day and which session they will be attending (morning or afternoon) at the beginning of September.

The bus company assigned to your school will contact your school safety patrol representative a week prior to the training with a pick-up time. Pick-up for the morning session starts at approximately 8:45 AM and departs at 11:35 AM. Pick-up for the afternoon session will start at approximately 11:15 AM and depart at 2:05 PM. Times may vary.

Numbers of Patrollers:

Please respect these CAA & Waterloo Regional Police Service guidelines below when setting your numbers:

Foot Patrollers

One school crossing point should have 2 foot patrollers on duty per day, plus 1-2 spares, for a maximum of 10 trained foot patrollers. This would increase if a school as more crossing points.

Bus Patrollers

One bus must have 3 patrollers on duty per day (one for the front, middle, and back of the bus) plus 1-2 spares, for a total of 5 trained bus patrollers per bus. This would increase depending on the number of buses at the school.

Safety Patrol Vests

How many vests does my school get?

Safety Patrol vests are provided as required safety equipment for trained patrollers. This is NOT a free giveaway. Vests are limited and are a significant cost. Please be respectful of this and only order what your school truly needs.

Vests will only be provided for students who attended the CAA Safety Patrol Training in September. Students who did not attend training are not permitted to serve as patrollers, wear a vest, or receive patroller perks/gifts.

Vests are provided per roleNOT per student. They are STSWR/school property and designed to last multiple years. They do not need to be replaced annually and must be returned to the school at the end of every school year.

Quantities will be confirmed using last year’s allocation, the number of buses at your school, and the headcount recorded at this year’s training.

How do I order more Safety Patrol vests?

An order form will open the week after the September Safety Patrol Training. An email will be send to your school with more information as well.

Vests are school property, designed to last multiple years, and should have been collected from last year’s patrollers. Because vest supplies are limited, any request that exceeds a school’s true requirement directly impacts the ability of other schools to receive what they need.

Before submitting your request, please:

  • Contact any families who were patrollers last year to return their vests to the school ASAP.
  • Confirm how many vests your school currently has on hand (including any returned by last year’s patrollers). No school staff should have CAA vests. Please check with your custodians, teachers, any stock rooms or closets, staff rooms, etc, for vests in the wrong spot.

Quantities will be confirmed using last year’s allocation, the number of buses at your school, and the headcount recorded at this year’s training.

Safety Patrol Vest Request Form: *Form will be available the week of September 28*
